Drugs, Prostitution and Violence are a Way of Life
Karen Shore is a police officer and suburban housewife with idealistic dreams of making L.A. a safe place to live. Karen's dreams are suddenly shattered by the tragic deaths of Fiona and Angie, two street kids she takes into her home in an effort to rehabilitate. She is then faced with the challenge of taking revenge on the crack dealers.
